Nine nights across the three Baltic capitals is just enough time to stop rushing and actually notice things, but the reward only comes to those willing to leave the old towns behind after the first day. Tallinn's Kalamaja neighborhood, with its wooden houses and unhurried café pace, is where the city starts to feel real rather than performed, and it deserves at least a full afternoon. Most visitors treat Riga as a quick stop between the other two, which means they miss the Art Nouveau district on Alberta and Elizabetes streets entirely, where the architecture is so dense and detailed it takes a couple of slow walks to absorb properly. Vilnius tends to get undersold, but the Užupis quarter rewards wanderers who show up on a weekday morning before the self-conscious bohemian atmosphere kicks in. Buses between the cities are cheap, reliable, and faster than people expect, so there is no reason to lose half a day stressing over connections. One practical note: Estonian, Latvian, and Lithuanian are completely unrelated languages, so any phrase you pick up in one country is useless in the next, though English works well across all three.
